Describe the bug Since the latest version, one can no longer set the env variable "HF_HUB_OFFLINE". Setting this variable will lead to the following failure during the model config.
I have set the required environment variables (HF_HOME, HF_HUB_OFFLINE). However the library is unable to find the model files on disk and tries to make api calls which causes errors. Logs from cloud run showing the error
check for HF_HUB_OFFLINE flag before calling the HfApi for getting the quant config for offline environments. The flag raises an exception we would want to skip.
