In 1938, the Foreign Agents Registration Act (22 U.S.C. §§611-621; FARA) was enacted to require individuals doing political or advocacy work on behalf of foreign entities in the United States to register with the Department of Justice (DOJ) and to disclose their relationship, activities, receipts, and disbursements in support of their activities.

The Foreign Agents Registration Act (“FARA”) imposes disclosure requirements and other legal obligations on any individual or entity that becomes an “agent of a foreign principal” unless an exemption applies.

Several U.S. states have enacted or proposed legislation resembling the federal FARA, often referred to as "baby FARA" laws. These state-level initiatives aim to increase transparency around foreign influence in state politics and policymaking.

FARA eFile is the method for electronically filing documents with the U.S. Department of Justice under the Foreign Agents Registration Act of 1938, as amended. New Registrants can request an account ID and password required to access the eFile system.
