Geoff, Problems with a single key (I've seen this myself) usually are not software or firmware. It could be something (dust, etc.) stuck under the key or a mechanical problem with the key. You did not state which Surface Laptop model you have. If it is under warranty, Microsoft should replace the keyboard under warranty.
