I hooked by IPhone to my work MAC and it was able to finally perform the update all the way through. I had backed up my IPhone prior to performing the update and was able to use Apple Devices to Restore from the Backup. This seems to be a Windows Issue with the new update. I don't recommend downloading via your PC until Apple figures out this bug.
