JPay varies by privilege level. Some institutions have jpay centers in them and they can send/receive emails etc. Other JPay is used only to put money on the inmates books. You can always look up the inmate number and find out exactly what you can and can not do as far as sending emails etc. Whereas corrlinks is used primarily for just emails.
