Krillin, The strongest (Non-Android) human in Dragonball vs. Omni-Man, the Viltrumite warrior. This is the original comics version of Omni-Man, and the Manga version of Krillin, circa the Cell Saga.
Krillin is hard to scale. On the one hand, he's capable of fighting with people who are hell and gone beyond planet-busting, hits people who bust planets by accident and they more-or-less have to take him at least little seriously and he takes hits from planet-busters without exploding. He should, therefore, be so vastly beyond Omni-Man that it's not funny. OTOH, he's Krillin. More seriously ...
Given Krillin's current level in DBS, I'm pretty certain that he could take all of Namek-era Frieza's forms with relative ease.
Krillin most definitely doesn't have any feats for knocking someone to the moon in a handful of seconds. He also generally fails to actually hurt the beings who do have that kind of strength.
Depending on the when in DBS, Krillin could take it. As DBS takes place over several years. Early Super, I give it to 17. TOP Super, Krillin has some new tricks up his sleeve.
Krillin (DBS version) vs. Cell. Who wins? At even levels, I think I'd agree. But if it's Cell during the Cell Games, Piccolo in Super was able to push and strain base form Goku with a large energy wave when they were training for the Tournament of Power. I would think that would far exceed any levels in the Cell Games.
