I believe you're asking to change the resolution of a photo - for example, instead of 4000 × 2252 pixels you want the same photo to be 2000 x 1126 pixels. Google Photos does not have a command to do this.

Assuming you're not talking about selecting the paper size within the Print menu, I don't believe there's a setting for this. However, 8.5x11 is approximately 640x903 pixels, so you can just resize your columns and rows to a total of that many pixels. This is also assuming you're going to use "Normal (100%)" scale when printing. Hope this helps! --
