I'm in the Atlanta area and Brew Depot charges 16 bucks to refill a 5# tank. The old shop I used to go to charged me like $30 to do an exchange. Would rather refill my nice shiny tanks. Doesn't matter either way I guess, but they are somewhat nicer to look at. I paid thirty bucks to fill my nitrogen (beer gas) tank at Sidney Lee Welding Supply.
My LHBS is quoting me about $180 for a 10 lb CO2 tank, with $40 refills; they want $50 for a used keg as well. Is it me, or are they screwing me?

The propane refill shop on 146 in Seabrook JUST north of the Kemah bridge does CO2 exchanges, but if you have a nice, new tank, you probably don't want to swap it out for a used one.
