Vitex agnus loses leaves pretty early in fall and greens up fairly late in spring. It's a tough tree and I've never had even a really small one lost to freeze. You may find some dead twigs when it leafs out but this is normal and doesn't mean the tree is in any danger of dying. And those aren't dead flowers, Mary; those are the seeds!
