Or does the "new" notepad not have an executable associated with it, because it's a Microsoft Store app? In the Windows world, I'm unclear whether there is a meaningful distinction between the terms application and app. Please note that I have followed Brink's steps in this tutorial to to disable app execution aliases for notepad.exe:

I'm still puzzled by it however I went to Apps > Advance app settings > App execution aliases. Scrolled down to notepad and turned it from On to Off. For some giggles I tried notepad again from Start -> Run -> Typed in notepad and it worked. I'm sure that's not the way it should go, but hey it's Windows... anything can happen
