The Indian government is the one impeding the usage of Apple Pay due to regulations. Tell them to allow Apple Pay to work in the country and Apple can happily assist in implementing it and helping Banks support it. Apple cannot unilaterally make it available, it needs to work with the government and merchants together.
Apple Pay requires government / regulatory approval and the cooperation of banks and merchant payment processors. It is not available in India at this time.

Apple Pay uses different technology than Google Pay and similar payment systems. Apple Pay uses a Digital Device Number while Google Pay uses a less secure host card emulation process.
