Garou should win with stats equalized, better martial artist. Goku majorly wins because of his immense strength and speed, not because his combat ability.
Garou wins. He is a bad matchup for the Saiyan race because of his radiation. Even without that, his physicals are far above Goku's and that's not even getting into the hax.

Garou at this point has grown exponentially in power after his near death fights against Bang and Bomb, Royal Ripper and Bug God, and then Overgrown Rover and Orochi.
Post-WDM Garou scales higher than DSK who casually bust through nuke proof bunker, and should also scale above BoS Genos who vaped two mountain tops clean. Toji lacks quantifiable feats to scale on.
If Garou is faster than All Might, he can probably use skill and speed and progressively beat him down. BTW Garou and Suiryu lose Round 3 very badly due to Noumu.
